This is part of the By-laws of the JCA:

3. JCA MEMBERSHIP

Members of JCA shall come from one of the following:
  1. tenure-track faculty of the University,
  2. Goddard civil servants,
  3. research faculty of the University
  4. associate staff of the Center

The wording is as in the signed, official By-Laws except all links and all wording in italic red which provide additional information, not necessarily approved by the JCA board.
