This is part of the Charter of the JCA:

11. TERMINATION AND OTHER PROVISIONS The agreement incorporates by reference NASA Form 1463A titled "NASA Provisions for Research Grants and Cooperative Agreements". In the event of any inconsistency between any provision of NASA Form 1463A and provisions otherwise set forth herein, the provisions of NASA Form 1463A shall prevail.

The wording is as in the signed, official Charter except all links and all wording in italic red which provide additional information, not necessarily approved by the JCA board.
