Promotion Procedures within the JCA

The full promotion procedures for JCA members are given in JCA By-laws (especially in Sect.7 "Promotion Policies and Procedures"), as supplemented by the latest departmental procedures, and ultimately those outlined in the latest version of the UMBC Faculty Handbook. Below is a summary of the various steps for JCA members on either the Scientist or Professorial Tracks.

For JCA Members on the Scientist Track

The following is a summary of the procedure for promotion to/from JCA ranks of Research Associate, Assitant Research Scientist, Associate Research Scientist, and Senior Research Scientist.
  1. Candidate supplies the following to the JCA Director:
    • Personal evaluation of past & current scholarship, programmatic work & responsibilities, and service (to JCA, department, UMBC, scientific & general community), along with expectations for future JCA activities and service.
    • The names of five referees
    • Current Curriculum Vita. This should be in (or close to) the the official UMBC format.
    • Reprints/copies of significant recent publications
    (The candidate may be asked to supply additional information by the JPC sub-committee - see below).
  2. JCA Director forms a JCA Promotion Committee (JPC), assembled separately for each candidate, which shall include the JCA Director (with a voice and a vote) and all JCA Faculty at a rank senior to the candidate under consideration. At the discretion of the the JCA Director members maybe added to the JPC from outside of JCA, in order to insure credible representation of all aspects of the candidate's field of expertise.
    • JCA Director appoints a sub-committee, and its Chair, from members of the JPC. Consistent with departmental procedures, the sub-committee shall consist of four members, one being a tenure-track faculty member, and at least two non-tenure-track members from the JCA. The sub-committee is responsible for collecting & summarizing all of the data provided by the candidate, as well as relevant information from other sources:
      • The JPC sub-committee may seek clarification from the candidate.
      • The JPC sub-committee may supplement the candidate's list of referees in order to insure availability of external opinions relating to all relevant facets of the candidate's work.
      • The JPC sub-committee will request written letters from the referees regarding their opinion of the candadate's work, after describing the objectives and organization of the JCA, and explaining the expectations of the requested level of promotion
      • These letters and a summary cover letter (signed by all members of the JPC sub-committee) will be presented to the JPC (and become a permanent record in the candidate's confidential file).
  3. The Director shall call a meeting of the JPC, at which the sub-committee will present both a written and an oral report on their findings with respect to promotion of that candidate. The JPC shall then vote, by secret ballot, as to whether or not to recommend promotion of the candidate.
  4. In the event of a positive recommendation, the Director shall send the sub-committee report, together with an account of the JPC determination and his recommendation for promotion action, to the Physics Department Chair.
  5. The Physics Department Chair will then make a recommendation to the Dean of the College of Natural and Mathematical Sciences.
  6. Upon concurrence of the Dean and the Provost, the Provost will issue a letter of re-appointment to the candidate, which confirms the new title.

The Professorial Track

The following is a summary of the procedure for promotion to/from JCA ranks of Research Assitant Professor, Research Associate Professor, and Research Professor.
  1. Candidate supplies the following to the JCA Director:
    • Personal evaluation of past & current scholarship, programmatic work & responsibilities, and service (to JCA, department, UMBC, scientific & general community), along with expectations for future JCA activities and service.
    • The names of five referees
    • Current Curriculum Vita. This should be in (or close to) the the official UMBC format.
    • Reprints/copies of significant recent publications
    (The candidate may be asked to supply additional information by the JPC sub-committee - see below).
  2.   5. The Physics Department Chair will then ask the full tenure-track Physics Faculty to vote on the promotion at their next meeting.
  6. In the event that the majority votes in favor of promotion, the Physics Department Chair makes a recommendation to the Dean of the College of Natural and Mathematical Sciences.
  7. Upon concurrence of the Dean and the Provost, the Provost will issue a letter of re-appointment to the candidate, which confirms the new title.
